This is called Miniature Tit-Babbler in the Kennedy guide. They are now considered two species-- Visayan Miniature Babbler Micromacronus leytensis and Mindanao Miniature Babbler Micromacronus sordidus.
It is described in the Kennedy guide as "rare and local, tiny, noisy, traveling in small goups in the canopy or understory of forest and forest edge." One of its notable physical features is the "elongated, erectile white feathers on back and uniquely onsides with distal 1/2 of feathers without webs".
This is a very special and notable bird for us because it's our 500th bird! There were two birds up in the canopy. We were with Pete Simpson, Mark Bezuijen, and Felix Servita.
