This bird is an uncommon migrant. It can be positively identified by the white frontal shield on its forehead. It is about 15 inches long.

We saw it from very far away, but its frontal shield was very visible even from a great distance and caused us to exclaim, "Coot!" Somehow, even without seeing it before, the page on the Kennedy guide with this bird suddenly sprung to mind!
