It is a fairly common resident, about 16 1/2". It looks similar to a Common Moorhen, but it is bigger and has a bigger frontal shield.
Tonji first saw this in PICOP, Bislig, Surigao del Sur in January 2011. I wasn't able to see it then. We both saw it in May 2011 and were able to take pictures. We were on our way home from Bangkong Kahoy. We asked Carmela B if the Watercocks in her place were in breeding plumage. There are 2 areas in Villa Escudero where they can be seen -- the wetland and the residential development.
