This is called Blue Fantail in the Kennedy guide. Listed in the Kennedy guide are three races: samarensis in Bohol, Leyte, and Samar; apo in Mindanao except western Zamboanga peninsula; and superciliaris in Basilan and western Mindanao including Zamboanga peninsula but excluding Mt. Malindang. It has a distinctive bright blue eyebrow and long tail.
The updated WBCP list of birds which follows IOC 3.5 has split the Blue Fantail into Mindanao Fantail Rhipidura superciliaris and Visayan Blue Fantail Rhipidura samarensis.
