It shares some features with a Chinese Goshawk. It has a yellow eye and cere and 5 bands on the tail.
We first saw this bird in BK valley. The bird (female?) was sitting on her eggs.
Saw two birds well in Baguio in 2015. An adult and a young bird. These are photos of the young bird.
