This is called Black-shouldered Kite in the Kennedy guide. This bird behaved exactly as described in the Kennedy guide. It was "conspicuous, perched on exposed tree or flying over fields ... unmistakeable, white and light grey with conspicuous black shoulder." We were able to observe it for a long time. We noticed that it had small insects hovering above it.
In June 2019 we returned to Bukidnon and saw Black-winged Kites perched on the power lines along the road. We were told that they are now easy to see along the road. This is attributed to the conservation efforts being done by local organizations such as Hineleban Foundation.
